Former Randolph County Public Administrator Glenda Winkler of Moberly received the Randolph Area Pachyderm Club’s Tough Tusk Award in recent ceremonies at The Lodge in ​Moberly’s ​Rothwell Park. The Tough Tusk is the highest award a local Republican can receive. Ms. Winkler​ was honored for serving as chairwoman of the club’s Boys State and Girls State project for ​over ​a decade.​ Under Ms. Winkler’s leadership, more than 50 Moberly High School students have been sponsored by the Pachyderms in the American Legion’s Boys State and Girls State programs at the University of Central Missouri in Warrensburg. Ms. Winkler is the daughter of Alice Hickman of Trenton.​
