Reservoir Project Continues

As a part of the overall East Locust Creek Reservoir project, the structures within the lake itself need to be demolished and removed or relocated.
Before that can occur, all household hazardous waste or asbestos containing material must be appropriately removed. The North Central Missouri Regional Water Commission was successful in securing an Environmental Protection Agency grant in the amount of $98,300 for such removal. Tetra Tech, a company out of Kansas City, has been contracted to oversee the work and they have, in turn, selected Patriot Abatement Services, a service disabled veteran-owned business, to conduct the physical removal of household hazardous waste or asbestos containing material for the first round of buildings. Once completed, over half of the structures will have been addressed.
The Commission is seeking another grant to perform clean-up on the remaining structures that had not been acquired at the time the original grant was submitted.
All asbestos abatement and hazardouse househod waste removal has been completed for the available homes provided for in the contract. Visual inspection has been completed to verify proper removal.
A final report and close-out report are being be prepared for submission to the Missouri Department of Natural Resources in order to secure a Certificate of Completion. Efforts are also under way to “post” all of the properties that have been addressed.
Demolition planning is underway in consultation with DNR and a demolition plan will be developed.
The commission is approaching the end of land acquisition with 10 remaining individual property owners, the Boynton Church and MoDOT properties remaining to be addressed. The commission remains in active negotiations on all parcels, with several properties nearing agreement on principle terms. The commission has acquired 69 parcels to date.
