Livingston County Sheriff Steve Cox has filed a petition in the Livingston County Circuit Court concerning a 911 emergency call in which he was the subject.
According to the Chillicothe Constitution-Tribune, Cox filed the petition against the city of Chillicothe and its police chief, Rick Knouse, who are accused of mishandling a 911 emergency call made on Sept. 18. Cox said the caller provided information about Cox, alleging that he had done “certain things” and that afterward, the call was replayed to persons who at the time were acting as members of the general public and not in any capacity as a law enforcement agency, division of workers compensation or pursuant to a valid court order. Those actions, he claims, violated provisions of the Missouri Sunshine Law.
The petition continues that as the result of the defendants’ actions, there was a posting on the Internet site www.topix.com concerning Cox and that it had been commented on and viewed by many individuals. Cox claims the positing and the alleged violations of the Sunshine Law “were done for the purpose that plaintiff’s reputation in the community would be harmed and to deter people from associating or dealing with (Cox).”
Depositions are scheduled on Jan. 21, 2015 for Laieloni Knouse, wife of the police chief; Chris Mueller, a Chillicothe police officer; Eva Danner, Ken Lauhoff and Todd Rodenberg, Livingston County commissioners; and Ike Holland, Chillicothe City Administrator, who are scheduled to be asked about the 911 call as well as all e-mails sent and received by Knouse and the city regarding the call.
