NCMC Board Takes Action On Personnel

The North Central Missouri College Board of Trustees held a meeting Tuesday night, taking action on personnel items, approving a new organizational chart and discussing possible withholding in state aid.
The board held a retreat during the afternoon prior to the regular meeting, which included the approval of several personnel items. The board approved the employment of Cindy Peterie of Chula as a full-time admissions representative at a pay rate of $12.79 per hour. She will begin her duties on July 29. Also hired was Shayna Hyre of Gilman City as the full-time student services assistant at a pay rate of $9.02 per hour. She began her duties today. Colby Searcy of Trenton was hired to begin his duties Aug. 12 as a full-time maintenance worker at a pay rate of $11.15 per hour and Cory Crawford was approved to move from the MoHealthWINS recruitment advisor specialist to the full-time advisor/testing coordinator at a pay rate of $13.30 per hour. He moves to this position today.
Three part-time clinical instructors were hired. Cynthia Lance of Barnard will be working with the Level I nursing program at Maryville, while Bridget Robinson of Cameron and Linda Siemer of Princeton will work with the Level II program at Trenton. All three will be paid $250 per clinical day.
The board approved the purchase of 15 notebook PCs from Insight of Tempe, AZ, which submitted the best overall bid at a cost of $11,660.40. The purchase was funded through the MoHealthWINS grant and will be used by the MoHealthWINS staff and students.
Board members approved a new organizational chart and a new vacation time policy that allows vacation charges to be recorded in half-day increments for administrative/management/professional staff and in hourly increments for classified staff. Also approved was the annual code of ethics/conflict of interest policy.
In other business, the board:
• heard a student debt report from Chief Financial Officer/Director of Operations Tyson Otto, who also reported that auditors will be on campus later this week and will be back on campus in October for the full audit. He also discussed the possibility of the state withholding 4 percent of funding this year. That amount would equal approximately $95,000. NCMC President Dr. Neil Nuttall said that he and others are working with elected officials about that situation.
• heard a report from Director of Development Teresa Cross, who said the Gifts in Action Scholarship Campaign has reached the $213,000 mark in giving, with another $1,000 in pledges. She updated the board on public relations efforts, including efforts to reach alumni through social media.
• Dr. Nuttall discussed a possible change in the CBase test, which is used with students in the teaching programs. He said there are several concerns with a test that has been proposed to replace it, including that it has not been field-tested and that it could possibly result in students being tested on material for which they have not been prepared. He also said the appropriate process has not been followed and that Seventh District State Rep. Mike Lair has asked questions of the Department of Elementary and Secondary Education about the possible change. Dr. Nuttall told board members that the dental hygiene program with which the college partners with Hilyard Technical Center has received accreditation and said English instructor Amy Guthrie will be honored at the August board meeting as the college’s winner of the NISOD Award for Excellence in Education.

• learned that the college has received a notice of award authorizing the balance of approved Head Start funding for FY13. The amount equals $279,946, increasing the total amount of funds to $1,792,516. The amount reflects a reduction in funds due to federal budget cuts as well as a reduction of the funded enrollment level to 237 children. NCMC serves as the fiscal agent for the Green Hills Head Start program and will receive $103,314 for FY2013.
• held an executive session to discuss personnel, legal matters and real estate, with no announcement made.
Trustees will meet again on Tuesday, Aug. 27, with the annual tax rate hearing scheduled for 5:15 p.m., followed by the regular meeting at 5:30 p.m.
