Francis “Rusty” Soper garnered the most votes in a special run-off election held at Spickard Tuesday and will now take her place on the city council.

Ms. Soper won the three-way race, getting 28 votes, while Mary Gibson received 25 votes and Janice Vandevender received eight votes. The three tied in the April 3 election in which Mary Howe received the most votes and won a seat on the council. Ms. Soper and Ms. Howe will each serve two-year terms.
Grundy County Clerk Betty Spickard said there was a 39 percent voter turnout in the election, with 59 persons voting at the polls and two voting absentee.
