Grundy County Clerk Kristi Urich said Phillip J. Shepherd of 100 S. Elm St., has filed for the south ward seat on the council and is the only candidate for the position. His name will not appear on the ballot and only votes from declared write-in candidates will be counted. Today was the deadline to file as a write-in candidate in the April election.
