CAA Board OKs Budget Items

Items on the agenda included finance, personnel and by-laws committee reports, budget revisions, a final report on the Agency’s Capacity Building Initiative, Housing Trust Fund budget, year-end report, board development training and personnel and travel policy proposed revisions.
The Personnel Committee reviewed and the full board approved proposed changes to agency personnel and travel policies to reflect the increase in the minimum wage for the state of Missouri, employee benefits and a mileage reimbursement increase. Finance Committee members reviewed financial reports for the fiscal year ended Sept. 30, 2006 with Janelle Tjarks, director of personnel and fiscal operations, updating members on the status of the agency’s audit process.
By-Laws Committee members met and discussed their continuing review for update and revisions to the Agency By-Laws.
Executive Director Scott Long reported on the Capacity Building Initiative, which ended Sept. 30, 2006. The initiative provided $60,000 in funding for leadership transition and training, board development activities and staff development focusing on computer training, reporting measures and service integration.
Revised budgets were presented and approved for the Workforce Investment Act Youth Program and Domestic Violence Local Funds budgets for the Green Hills Women’s Shelters in Trenton and Chillicothe.
Housing Development Director Art Heriford presented a Housing Trust Fund budget of $14,780 for Park View Plaza apartments in Jamesport. The grant, approved by the board, assists tenants with moving expenses to include rent/mortgage, security deposits and other related services.
Long presented and reviewed the 2006 year-end and annual client characteristics report with members. In the fiscal year Oct, 1, 2005 through Sept, 30, 2006, nearly 7,000 individuals in 2,944 households were assisted with services in the nine-county Green Hills Area. He indicated that clients were served through seven major program areas including Community Services, Green Hills Women’s Shelters (Trenton and Chillicothe), Family Planning, Weatherization/Rehabilitation, Housing Development, Rental Assistance and Employment and Training Programs.
Members gave their approval for agency staff to purchase a low-mileage, used mini-van for the Chillicothe Women’s Shelter up to a purchase price of $15,000. A bid for the sale of an agency-owned used pickup truck was also approved.
As part of continuing board development training, Long offered a PowerPoint presentation to assist and inform members of their roles and responsibilities. He noted that as part of the agency’s results oriented management and accountability reporting, six national goals have been identified for community action by a Community Services Block Grant Monitoring and Assess-ment Task Force supported by the Administration for Children and Families, Office of Community Services and the U. S. Department of Health and Human Services. Long reported that the task force produced a National Strategic Plan that identified the following six national family, community, and agency goals: 1) Low-income people become more self-sufficient (family); 2) The conditions in which low-income people live are improved (community); 3) Low-income people own a stake in their community (community); 4) Partnerships among supporters and providers of services to low-income people are achieved (agency); 5) Agencies increase their capacity to achieve results (agency); and 6) Low-income people, especially vulnerable populations, achieve their potential by strengthening family and other supportive systems (family).
The next meeting of the GHCAA Area Governing Board of Directors will be Tuesday, Jan. 30.
