City Administrator Kerry Sampson said the committee voted to take a request from Police Chief Bob Lewis to the full city council, asking members whether or not they would consider a change in the current rule that requires city employees to live within Grundy County or within 15 minutes of the city. The committee discussed possible changes in the regulations after concerns were expressed about the city not being able to employ some individuals because of the rule. It was noted with the tight market for qualified employees, the city may want to reconsider its employment rule.
Councilperson Jackie Soptic was against any changes in the rule, stating she preferred that employees live within the city limits and pay city taxes. Voting in favor of sending the request to the council for input were members Steve Perry and Greg Lamp. Ed Holt was absent.
The committee also agreed to recommend to the city council that it approve Shafer, Kline and Warren as engineers for its Kitty Street project. Sampson said other requests for qualifications were reviewed by the committee, which decided to go with SKW because the company has an engineer in Chillicothe. Sampson said SKW will also have an engineer from its Kansas City office working on the project as well.
The committee also discussed concerns expressed about the operation of ATVs within the city limits. Sampson said some councilmen indicated problems with ATVs not being properly flagged as well as not being permitted at city hall as is required by ordinance. Police Chief Lewis is to put together information concerning the city regulations for release in the news media.
