Park Board OKs Restroom Bid

After several months of frustration, the Trenton Park Board accepted a bid today for the construction of a restroom facility at the Ebbe Sports Complex.

The board unanimously accepted a bid from Leonard Sibbit for the construction of a split-face block building that will look similar to the “Blocks for Growth” Building at C.F. Russell Stadium. The bid was for $54,586 and includes 25 additional electrical outlets to be located on the outside of the building. Sibbit’s was the lowest of four received, which ranged to a high of $101, 803 submitted by Ishmael Construction for the split-face building with the additional electrical work. Sibbit had also submitted a bid of $55,000 for a wood building, but told board members he felt the split-face block building was a better choice. It was also noted that the park department will be putting an additional $5,000 into the project for doors, changing stations, etc., that will be purchased by the department and installed by Sibbit. The majority of the project will be paid for through the Ebbe Fund, which was established several years ago through financial gifts from the late Merle Ebbe.

In discussing the building with Sibbit, board member Duane Helmandollar asked if it would be better to fill the blocks with concrete, a suggestion with which Sibbit agreed. He was asked to submit a cost estimate for that option, as well as to supply the exact cost of the additional electrical outlets, which are to be paid for by the Missouri Day Committee.

While Sibbit said he can start work in about two weeks and have the building completed by June 1 (weather permitting), it was noted that the work cannot begin until the sewer line is in place. White Cloud Construction is supposed to do the work and board members asked Community Developer Sean Burge to check with White Cloud as to when they can get to the work.

Park Superintendent Jason Shuler said that Greg Gibler, who is a city employee, will be acting as the inspector for the project.

The board also gave final approval to the 2006-2007 budget, which shows anticipated total revenues of $620,650 and expected expenditures of $760,474, leaving a deficit of $139,824. The board had previously said they felt that having a deficit budget in which funds were transfered in from the fund balance was preferable to carrying a large fund balance that isn’t being used in the park system. Details of the budget appeared in the March 2 edition of the Republican-Times.

Prior to the board approving the budget, Shuler asked that Josh Eaton be given a 3 percent raise, rather than the 25-cent per hour increase approved earlier. He said the 3 percent is consistent with what other city employees received for a cost-of-living increase and noted that he conducts annual evaluations on Eaton and that he is a good employee. He also noted that he has not been asked in the past to provide input on Eaton’s pay rate, but feels he should receive what would amount to a 33-cent per-hour increase. Park Board President Steve Muff said the board had discussed the issue during an executive session on March 1 and had agreed to the 25-cent raise. A total of $23,192 is budgeted for Eaton’s salary, with Shuler making $38,062.50 annually.

In other business, the board agreed to allow Muff and Helmandollar to compile a list of items needed for bid in the park system, including a play structure at Gladys Grimes Park at Lake Trenton and picnic tables for the new shelterhouse to be constructed at Eastside Park.

The next regular board meeting is scheduled for 4:30 p.m., Wednesday, April 5.
