The Area Governing Board of the Green Hills Community Action Agency met Tuesday night in Trenton, hearing reports, approving contract amendments and discussing proposals.

The Finance Committee report was given by Don Warren, who discussed a bid packet for audit services and reviewed the April 2003 financial statement. Bids are being sought for the audit, with bids due by Friday, May 23. During a review of the April 2003 financial statement, Warren noted that although expenditures are in line with budget projections, a few of the emergency program budgets are running short of funds due to family needs.

Sager Construction of Trenton received the bid of $82,500 per home for the construction of three single-family homes to be built in Bethany and two in Chillicothe. Another bid for street, sewers, water lines and fire hydrants on agency-owned lots in Bethany were reviewed, with Sager Construction awarded the bid at a cost of $48,150. Sager?s bid on the housing construction was selected from seven submitted, with three firms submitting bids for the other work in Bethany.

Reports were given on staffing and service patterns and two Community Services Block Grant amendments were shared with board members. GHCAA entered into a contract with the Division of Family Services for supplemental CSBG funding at costs not to exceed $123,797. The funding will add a mix of units to family development activities at GHCAA. Those activities may include client intake, assessment and referral, resource distribution, family support, life skills self-development, pre-employment and training services, community awareness, tenant-based training and education and income tax preparation programs. The second amendment to the CSBG contract adds funds of $40,000 for capacity building activities. Those funds have been earmarked for strategic planning efforts.

The board approved an Emergency Shelter Grant of $25,000, which would provide funds for emergency services such as motel/hotel costs, client rent, utilities and security deposits as allowable expenses. Other Federal and State funds of equal value are expected as a match.

Interim Family Planning Director Lisa Hostetler reported that word has been received from the Missouri Department of Health and Senior Services that GHCAA?s State Comprehensive Family Planning Services Contract has been terminated effective May 30. With word that those funds would be cut, a revised Family Planning Services budget was presented. Rather than program income of $245,000, the program income will drop to $181,626 for a total Family Planning Program budget of $380,000. Hostetler noted that the State Comprehensive Family Planning Services contract termination was not due to poor performance on the part of GHCAA, but rather to the budget crisis at the state level.

Marvin Meeker, GHCAA Weatherization Director, presented an Ameren UE utility budget of $16,412 for May 1 through Sept. 30. The budget includes administrative funds of $1,641 and program funds of $14,771 to weatherize seven units.

In other business, Board President Barbara Oxendale and Secretary Walter Griffen signed a proclamation declaring the week of May 12 as Community Action Week in the GHCAA service area. Local county offices will hold activities in honor of the proclamation and will continue to make people aware of the need for and success in community action.

The next regular meeting of the board will be held June 3.
