The Governing Board of the Green Hills Community Action Agency met Tuesday night in Trenton, discussing a number of items.
A report on the Housing Authority Committee?s review of the CAA five-year plan and annual update was given by chairman Bud Cox, who also shared the Section 8 Management Assessment Plan, indicating the CAA Public Housing Authority received a standard rating score. Lease-up rate of housing units was discussed and Cox reported that an estimated 569 of 628 vouchers are leased in the CAA service area.
The Green Hills Community Development Corporation?s board met and approved the corporation audits and tax returns as well as discussing the status of the Princeton and Gallatin housing projects. Housing Development Director Art Heriford noted the homes are complete, except for final yard work, and that the Gallatin homes are occupied. Applications for the Princeton homes are being processed. Heriford reported that the CAA is working on firm commitments for new Chillicothe and Trenton projects, with five single-family homes being proposed in Chillicothe as well as three homes in Trenton. Board members voted to approve the purchase of properties for those homes and construction is slated to begin in June.
Executive Director Don Warren discussed a proposed agreement between the CAA and the Missouri Association for Community Action for a Missourians Building Assets/Individual Development Account project. MACA will serve as the lead agency for a consortium of community action agencies to develop and implement the project designed to build assets for individuals and families via home purchase, business development of post-secondary education. MACA will work with participating agencies by means of a project development committee to implement program guidelines, establish accounts for grant funds, manage all funds in the reserve account, specify the number of slots available to each CAA, administer available funds and distribute monies on behalf of individuals or families for eligible expenses once savings goals and economic education requirements are met. The local CAA will support and participate in the project by identifying and screening participants, providing information to potential participants and assisting them in establishing bank accounts. Warren said that the asset building project would help participants achieve their saving goals and move participants toward self-sufficiency.
The next meeting of the CAA board will be May 7.
