The Board of Directors of the Green Hills Regional Planning Commission held a joint meeting with the Transportation Advisory Committee on Tuesday night in Chillicothe.

Bill Jackson, general manager of Agri Services of Missouri, and Randy Asbury, executive director of the Coalition to Protect Missouri Rivers, spoke to the group concerning the Missouri River Management Plan, including the options for the plan and efforts to modify the plan to protect three endangered species as well as promote recreation. It was noted that the current plan is not likely to continue and that there are at least five alternative plans. Some would modify changes in the river flow to enhance the habitat of the endangered species while others have changes that would effectively end barge traffic. Not only would there be a loss of active barge traffic on the river, but there would be considerable changes in regard to barge-driven rates which are used to determine rates for truck and rail transportation. Commodity prices could be even more depressed if the barge-driven rates are lost, particularly in central and north central Missouri.

During its meeting, the RPC board approved a resolution to administer a grant for the city of Carrollton at a cost of $7,000, administer community development services for a water project at Keytesville for $30,000, administer a grant for the city of Utica for $15,000 and authorize the RPC executive director and board chairman to sign contracts with the Workforce Investment Board and North Central Missouri College for workforce development activities.

Several reports were given by staff members, with economic development staff working with the city of Trenton on a Title I Public Works Grant pre-application for a sanitary sewer project in the area of ConAgra Foods and the railroad. Paperwork has been submitted to finish up the city of Trenton?s neighborhood redevelopment project and a determination is to be made as to where to spend leftover funds for demolition purposes. Workforce development staff have worked with clients in Chillicothe, Bethany and Trenton.

TAC members reviewed the transit provider survey as well as a plan for GPS mapping of rural roads and bridges in Harrison County.

It was announced the annual meeting of the RPC would be May 9 at the RPC offices in Trenton.
